Alcohol Free-Prohibited Zones

Council currently has Alcohol Free Zones in place which are exactly the same as those proposed in this report. They expire on 17 August 2026.

Alcohol-Free Zones (AFZs): Apply specifically to road-related public areas. This covers public streets, footpaths, laneways, and public car parks.

Alcohol Prohibited Areas (APAs): Apply to civic spaces and non-road areas. This covers public parks, reserves, beaches, and civic squares. APAs can also be time-restricted (e.g., only active between 8:00 PM and 6:00 AM).

The following recommendations were presented to council:

  1. That the Council propose the areas as set out below as Alcohol Free Zones and as depicted in the maps titled ā€˜Proposed Alcohol Free/Prohibited Zones’ from the period 18 August 2026 to 17 August 2030:
    • Main Street from the intersection of Cox Street to the intersection of Humphrys Street (excluding the area under the verandah of the premises known as the Loftus Building between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007)).
    • Humphrys Street (excluding the area under the verandah of the premises known as the Loftus Building between Main Street and Peel Street between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007)).
    • Peel Street from Cox Street to Humphrys Street (excluding the pedestrian footpath under the verandah of the premises known as the Loftus Building, between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007)).
    • Cox Street from Main Street to Bolton
    • Waratah Street from Peel Street to Bolton Street (excluding the area under the verandah of the premises known as the Commercial Hotel between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007).
    • Lorne Street from Humphrys Street to Hill Street (excluding the area under the verandah of the premises known as the Commercial Hotel between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007)).
    • Hill Street from Lorne Street to Edgar Street (excluding the pedestrian footpath under the verandah of the premises known as the Loco Hotel, between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007)).
    • The area known as Railway Square bounded by Humphrys Street and Lorne Street, excluding special event days approved by Council.
    • Seignior Street from Broadway to intersection of Gaba Tepe Avenue (excluding the pedestrian footpath under the verandah of the premises known as the Junee Hotel, between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007)).
    • Broadway from Victoria Street to intersection of Seignior Street, excluding special event days approved by Council.
    • Crawley Street from Junction Street to the western edge of Broadway (excluding the area under the verandah of the premises known as the Red Cow Hotel between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007).
    • One hundred metres north along Junction Street from the Red Cow Hotel (excluding the area under the verandah of the premises known as the Red Cow Hotel between the hours of 11.00am and 10.30pm daily and subject to the provision of a meal (as defined under Clause 4 of the Liquor Act 2007)).
    • Dobbyns Street.

 

  1. That the Council propose the areas below as Alcohol Prohibited Zones and as depicted in the maps titled ā€˜Proposed Alcohol Free/Prohibited Zones’ from the period 18 August 2026 to 17 August 2030:
    • Junee Skate
    • Hobbin Park (adjacent to Preschool).
    • Endeavour Park from Seignior Street to Kitchener Street (between the hours of 9.00pm and 11.00am).
    • Memorial Park (between the hours of 00pm and 11.00am).
    • Dobbyns Park (adjacent to the roundabout at the intersection of Seignior Street and Broadway) (between the hours of 9.00pm and 00am).
    • Adventure Park and associated BBQ area (between the hours of 9.00pm and 11.00am).

 

Council invites representations or objections within 30 days from publication.
